PRESS RELEASE
Troop F Violent Gang Narcotics Enforcement Team (VGNET) arrested 12 individuals for felony drug charges and other related crimes stemming from a collaborative investigation including Troop F Community Stabilization Unit, Troop K Community Stabilization Unit, SP Montgomery Bureau of Criminal Investigation, SP Montgomery Uniform Force, City of Newburgh Police Department, Town of New Windsor Police Department, and members of the Hudson Valley Federal Bureau Investigation Safe Streets Task Force.
The defendants were charged with the following:
William M. Ragland, age 34, of Newburgh N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- (two counts) Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
Ragland was arraigned on August 26, 2026, at Orange County Court Centralized Arraignment Part and he was released on his own recognizance.
Quran Nichols, age 33, of Newburgh N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
- Criminal Possession of a Weapon 2nd Degree: Loaded Firearm, a class C felony
- Criminal Possession of a Firearm, a class E felony
- Criminal Possession of a Narcotic Drug 4th degree, a class C felony
Quran was arraigned on August 26, 2026, at the City of Newburgh Court and was held without bail at Orange County Jail.
Aaron Johnson, age 31, of New Windsor N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- (two counts) Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
Johnson was arraigned on August 26, 2026, at the Newburgh City Court and was released on his own recognizance.
Kimori Herring, age 26, of Marlboro N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- (two counts) Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
Herring was arraigned on August 26, 2026, at Orange County Court Centralized Arraignment Part and he was released on his own recognizance.
Caleb Peterson, age 23, of New Windsor N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- (two counts) Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
Peterson was arraigned on August 26, 2026, at Orange County Court Centralized Arraignment Part and he was released on his own recognizance.
Andrew Minor, age 23, of Newburgh N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- (two counts) Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
Minor was arraigned on August 26, 2026, at Orange County Court Centralized Arraignment Part and he was released on his own recognizance.
Salvatore Boutureira, age 48, of Shawangunk N.Y.
- (two counts) Criminal Possession of a Controlled Substance 5th Degree, a class D felony
- (two counts) Criminal Sale of a Controlled Substance 5th Degree, a class D felony
Boutureira was arraigned on August 26, 2026, at Ulster County Court Centralized Arraignment Part and was held without bail at Ulster County Jail.
Lindale Smith, age, 50, of New Windsor N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- (two counts) Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
Smith was arraigned on August 26, 2026, at City of Newburgh Court and was released on his own recognizance.
Brandon S. Stennett, age 32, of Newburgh N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- (two counts) Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
Stennett was arraigned on August 26, 2026, at the City of Newburgh Court and was released on his own recognizance.
Myron L. Johnson, age 34, of Poughkeepsie N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- (two counts) Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
Johnson was arraigned on August 27, 2026, at the City of Newburgh Court and was released on his own recognizance.
Keith M. Ross, age 29, of Newburgh N.Y.
- (two counts) Criminal Possession of a Controlled Substance 3rd Degree, a class B felony
- (two counts) Criminal Sale of a Controlled Substance 3rd Degree, a class B felony
Ross was arraigned on August 28, 2026, at the City of Newburgh Court and was released on his own recognizance.
Joseph M. Alicea, age 21, of Walden N.Y.
- Obstructing Government Administration 2nd Degree, a class A misdemeanorĀ
- Resisting Arrest, a class A misdemeanor
Alicea was released on an appearance ticket and is due back in City of Newburgh Court on September 21, 2026, at 1:00 p.m.
This collaborative investigation included multiple hours of investigation which started in November of 2025 and culminated in positively identifying the suspects and the apprehensions resulting in 46 felony charges on August 26, 2026, through August 28, 2026. This operation could not have been completed without the joint effort of all agencies involved.
New York State Police Troop F Bureau of Criminal Investigation Captain Brad Natalizio said,
This investigation represents months of dedicated work by members of Troop F VGNET and our law enforcement partners. Narcotics investigations are inherently dangerous and require exceptional discipline, judgment, planning, and coordination. Our undercover members routinely place themselves in unpredictable situations to develop evidence and identify individuals involved in illegal narcotics activity, and their professionalism throughout this investigation was outstanding.
The successful culmination of this operation was also the result of exceptional collaboration between the New York State Police, the City of Newburgh Police Department, Town of New Windsor Police Department, and the Hudson Valley FBI Safe Streets Task Force.
