When I first stepped into office, Rockland County faced a harsh financial reality. The New York State Comptroller had labeled us the most fiscally stressed county in the state. Our bond rating hovered just above junk status.
In plain terms, we were on the brink.
Now, I’m proud to announce another historic milestone that underscores just how far we’ve come.
Fitch Ratings has officially upgraded Rockland County’s Issuer Default Rating (IDR) and general obligation bonds to “AAA” — the highest rating the agency awards. This makes Rockland one of two counties in New York State to earn Fitch’s top-tier rating, confirming that Rockland is no longer simply financially stable — we are a leader statewide.
For those who may not follow rating agencies closely, bond ratings function much like a government’s credit score. A AAA rating signals Rockland County is considered an exceptionally low credit risk. For our taxpayers, this translates directly into the lowest possible interest rates when borrowing for essential projects — saving millions over time.
This achievement is far more than a financial benchmark. It represents years of discipline budgeting, tough decisions, and an unwavering commitment to restoring fiscal integrity. We held the line on spending, paid down legacy debts, and rebuilt reserves with careful stewardship. These choices weren’t always easy, but they were necessary — and today, they’ve been validated.
In Fitch’s report, the agency highlighted the strength of our financial management, noting:
“Rockland County demonstrates strong revenue growth, strengthened reserves, and conservative budgeting practices. Proactive financial management has positioned the county with a high degree of financial flexibility and stability, supporting the AAA rating.”
One word stood out to me: management. Because this transformation didn’t happen by chance — it was driven by smart governance, accountability, and a dedicated County of Rockland team that refused to let Rockland fall further into crisis.
I want to extend my deepest thanks to our partners in the County Legislature for their collaboration and dedication to responsible financial practices. I’m also profoundly grateful to Finance Commissioner Stephen DeGroat and Budget Director Steve Grogan, whose steady leadership and commitment to fiscal discipline were instrumental in achieving this rating.
Together, we’ve shown what’s possible when a shared mission guides our work. We took Rockland from the bottom of the financial rankings to the very top — and I could not be more proud of this team and this community.
Rockland is strong. Rockland is stable. And our future has never looked brighter.
