Rockland Homes for Heroes: From Vision to 22 Homes — A Community Commitment to Veterans

For more than 15 years, Rockland Homes for Heroes has quietly built something many once thought impossible — a permanent supportive housing community for honorably discharged veterans who had experienced homelessness.

Founded in 2009, the volunteer-run nonprofit 501(c)(3) organization has grown from an idea shared by local veterans and community members into a respected housing initiative located on the historic grounds of former World War II Camp Shanks in Tappan.

Today, Rockland Homes for Heroes provides 22 affordable permanent supportive apartments, offering stability, dignity, and a second chance for veterans transitioning back into civilian life.

From Eight Apartments to a Veteran Community

The project began with eight apartments built along the street tier of Western Highway. Those first units opened the door for formerly homeless veterans seeking permanent housing and long-term support.

After nearly a decade of success, Rockland Homes for Heroes expanded its mission. With support from New York State and strong backing from Rockland County residents, businesses, and local organizations, the nonprofit added 14 additional one-bedroom apartments on the second tier of the more than seven-acre property.

The expansion created a small but growing neighborhood designed around community, safety, and independence — bringing the total number of homes to 22 supportive housing units.

The land, part of historic Camp Shanks, was deeded by the federal government and transformed through years of volunteer work, fundraising, and partnerships.

Built by Volunteers, Guided by Service

Rockland Homes for Heroes remains unique in that it is run entirely by volunteers — many of whom are veterans themselves with decades of military and community service.

The organization’s permanent volunteer “Ground Team” includes veterans John Manifold, Carl Dornbush, Eugene Wasielewski, and Thomas Micelli. Their hands-on work has helped maintain the property and support the residents since the project began.

The Board of Directors reflects a deep commitment to public service and veteran advocacy:

– Thomas Micelli, President — Vietnam and Gulf War veteran, retired Director of Environmental Public Health for Rockland County.

– Susan Branam, Vice President — Director of the Rockland County Veterans Agency, former Army Captain and helicopter pilot.

– Will Warren, Treasurer — Retired Rockland County Family Court Judge.

– Monica Toscano, Secretary — longtime community volunteer and Suez Water employee.

– Daniel Anfang, Marine veteran and current member of the Rockland County District Attorney’s Office.

– Mark Carlo, Marine Corps veteran and Director at BRIDGES.

– John Gray, U.S. Navy veteran and communications specialist.

– John Manifold, Purple Heart recipient and longtime volunteer.

– George Rath, Marine Corps veteran and longtime veterans service officer.

– Emily Klinkenborg, former U.S. Army officer and public service communications professional.

Founder and President Emeritus John Murphy, who stepped down from leadership at age 90, continues to inspire volunteers and supporters with the organization’s original mission.

Partnerships Strengthening the Mission

Rockland Homes for Heroes works closely with several key service partners that help residents succeed beyond simply having a roof over their heads:

– Rockland County Veterans Service Agency — assists with benefits and veteran services.

– Loeb House — managing agent and provider of supportive housing services.

– VA Hudson Valley Health Care System — healthcare coordination and regional veteran support.

– BRIDGES Veterans Program and the PFC Joseph P. Dwyer Veteran Peer Support Program — offering peer counseling and reintegration support for veterans dealing with PTSD, traumatic brain injury, and other challenges.

These partnerships help ensure that veterans receive medical care, mental health support, and assistance adjusting to civilian life.

More Than Housing — A Chance to Rebuild

Supporters emphasize that Rockland Homes for Heroes is about restoring dignity and rebuilding lives.

Founder John Murphy has described homelessness as a life without a future — one often marked by loneliness, despair, and hopelessness. The organization’s goal has always been to provide veterans with not only housing but also the opportunity to create a meaningful life beyond their military service.

Community volunteers continue to maintain the homes and organize fundraising efforts to keep the apartments safe, affordable, and supportive for residents.
