Job Description
The Rockland County Water Advisory Council is seeking a candidate to work on the implementation of their water conservation and implementation plan. The work is specialized, diverse, and can be complex in nature.
This position provides administrative and program coordination support for countywide water conservation initiatives. The Special Assistant plays a key role in outreach, partnership development, implementation of conservation strategies, preparation of communications materials, and management of grant‑funded programs to advance the goals outlined in the Rockland County Water Conservation Plan. The role involves collaboration with government agencies, community organizations, businesses, schools, and other stakeholders to promote responsible water use and strengthen conservation efforts across Rockland County.
The work is performed under the general direction of the Coordinator, Water Advisory Council and the Executive Committee of the Water Advisory Council.
Minimum Qualifications:
- A Bachelor’s degree or higher and three (3) years of paid technical, managerial or administrative work experience that involved environmental, water conservation, or sustainability responsibilities as a major function of the work (major function of the work is defined as 50% or more of the day-to-day work experience); or
- A Bachelor’s degree or higher in Hydrogeology, Environmental Studies, Environmental Science, Sustainability Science, Sustainability Management, Natural Resources, Public Administration, Public Policy, Biology or comparable degree and two years (2) years of paid technical, managerial, or administrative work experience as a major function of the work (major function of the work is defined as 50% or more of the day-to-day work experience); or
- A Bachelor’s degree or higher and three (3) years of paid work experience in project or program management (e.g., defining project scope, identifying required resources, organizing project teams, establishing and monitoring project timelines, tracking project progress, managing budgets, administering grants and contracts and communicating project status to stakeholders) as a major function of the work (major function of the work is defined as 50% or more of the day-to-day work experience.

- This is a competitive position in Civil Service and reachability on an eligible list following a civil service examination may be a requirement for permanent appointment. Only candidates residing in New York, New Jersey or Connecticut are eligible to participate in the civil service examination.
Salary and Benefits:
Salary and benefits are competitive with the public sector market including but not limited to the following:
- $81,094 annual salary (as of September 3, 2026)
