On November 19, 2025, at approximately 3:24 p.m., members of the New York State Police, Troop F Community Stabilization Unit (CSU) observed a 2021 Nissan Rogue traveling on Gidney Avenue in the City of Newburgh committing multiple violations of the New York State Vehicle and Traffic Law.
Troopers initiated a traffic stop and interviewed the driver and sole occupant of the vehicle identified as Thomas H. Cousar, age 34, of Poughkeepsie, NY. During the investigation troopers searched Cousar’s person and found him to be in possession of a clear plastic bag containing approximately 59.7 grams of cocaine. Cousar attempted to flee the traffic stop but was taken into custody without further incident.
A search of the vehicle yielded negative results.
Cousar was transported to State Police Middletown for processing and charged with the following offenses:
- Criminal Possession of a Controlled Substance 3rd Degree, Class B Felony
- Criminal Possession of a Controlled Substance 3rd Degree, Intent to Sell, Class B Felony
- Obstructing Governmental Administration 2nd Degree, Class A Misdemeanor
- Resisting Arrest, Class A Misdemeanor
- Multiple violations of New York State Vehicle and Traffic Law
Cousar was arraigned in the Orange County Central Arraignment Part (CAP) and remanded to Orange County Jail without bail. He is scheduled to appear in court at a later date.
